meeting only) INTRODUCTION The Convener apologised for the very short notice of meeting which was being held as a matter of urgency at the request of certain members and regretted that it had not been possible to contact other members in the time available. PROPOSED BRIDGE TO SKYE - ESTIMATED COSTS Mr. D. Grant referred to a figure of £23.6M which had recently been quoted in the context of the current Public Local Inquiry into the proposals as being the cost of the proposed bridge to Skye. This appeared to differ from the costs originally quoted, even allowing for inflation. Mr. Grant had even heard it suggested that, taking all factors into account, the final estimated cost could be as high as £30M. After discussion, the Working Party agreed to adjourn to allow the Director of Roads and Transport to be present and present a report in this connection. The meeting adjourned, therefore, at 3.50 p.m. and resumed at 10 a.m. on 6th February, 1992 when Mr. Peacock was present and an apology for absence was intimated on behalf of Dr. M.E.M. Foxley.
There was circulated a report by the Director of Roads and Transport setting out (at 1990 figures) the estimated costs involved. The actual construction cost of the bridge itself was estimated at £13M, the approach roads at £7.2M and ancillary works, including site investigation, landscaping etc. amounted to £2.3M. For the purposes of calculating the figure to be paid back by tolls, the figure of £7.2M was removed since this was being met in its entirety by the Secretary of State for Scotland as Trunk Road Authority. To the sum of £15.3M remaining there required to be added £4M for maintenance and operation and £4.35M for various matters such as legal costs, arrangements for finance, the environmental analysis, the design, risk of financial fluctuations, interest charges etc. This brought out a total cost to be paid back through tolls of £23.65M at 1990 prices. Officials pointed out that this compared favourably with the figure of £25M quoted in the report by the Scottish Office considered by the Regional Council at their meeting held on 12th September, 1991 when the total funding and toll package had been considered and approved. Latest projections from the Scottish Office indicated that the pay-back period was still estimated at approximately 15 years. Mr.Grant also sought clarification of the position with regard to the removal of the A830 Fort William - Mallaig Trunk Road from the List of Trunk Roads or the inclusion of the A855 Kyleakin - Uig Road on the List of Trunk Roads as a result of the construction of the Skye Bridge. It was pointed out that, at their meeting held on 26th October, 1989, the Regional Council had specifically reserved their position in this regard but that pressure was being kept on the Secretary of State to honour the commitment to improve the remaining sections of the A830 Trunk Road. After discussion, the Working Party AGREED to note the position, in particular the figures contained in the report by the Director of Roads and Transport.
