The Seven (or Nine) Plans 

The first six invited proposals for rebuilding the World Trade Center site were unveiled last July (2002).  Nobody liked them.   So, in August the Lower Manhatten Development Corporation (L. M. D. C.) invited any architect who wanted, to have a go.   Four hundred and six teams put in proposals, and seven were short listed for what was called "The Innovative Design Study".  One group submitted three proposals so nine were unveiled in December.
