THINK, a team from New York and Tokyo produced three solutions.   "Sky Park" is a raised sixteen acre park covering a range of cultural facilities, and edged on one side by three, yet to be designed, office towers.

The Great Hall is an enormous room created by a wall of 30 story buildings, and covered by a glass roof.   The footprints would be marked out by glass walls.

The third THINK plan is for two square Eiffel Tower-like frameworks, the World Cultural Center, to arise from the footprints.  The framework would be open but a range of cultural facilities would be sited at the lower levels and there would be a viewing platform at the height of the original twin towers.
